Right. The preferred way is to put the licensing information in the file
itself.

I described this recently in a post on this list, copied here:

Hopefully soon there'll be better tools to embed licensing info :-) For
now, adding the full text by hand with vorbiscomment (or with oggenc
at the time of encoding) works fine.
