tc question

using tc/cbq, what happens to traffic that isnt directed to any class? for example:
tc class ..... 1:1 cbq .... 128kbit ....
tc class ..... 1:2 cbq .... 256kbit ....
tc filter .... 10.0.0.0/24 ... flowid 1:1
tc filter .... 172.16.0.0/12 ... flowid 1:2


what happens to other traffic? if the two classes are bounded/isolated, might their bandwidth still get taken by traffic not specified here?
ie the question is, in the above config, if i want the above two classes prioritized over everything else, do i still need to make a third class/filter for "the rest"?
