I don't know what to recommend, other than ask if you can record a
session from windows and see what options are passed so that you can a
connection there?

I hope you have changed the number and tried to connect
from 06110 to 016110 and also you might want to add to /etc/ppp/options
the line
noauth

Like a section of scanModem outputs something like:

What is in your /etc/ppp/options?
please send us
$ sudo cat /etc/ppp/options

and if not there add noauth

$sudo gedit /etc/ppp/options
noauth

See if that has any effect.  Let us know if this helped or not.
