RE:  /dev/ttySAGR3
SHould be /dev/ttyAGR3   or    /dev/ttySAGR
with the latter a symbolic link:
     /dev/ttySAGR -->  /dev/ttySAGR3

The ports are created upon
$ modprobe agrserial
under direction of the file:

/etc/modprobe.d/agrsm.conf
## setup agrsm modem with only: "sudo modprobe agrserial"
## with symbol link creation: /dev/ttySAGR --> /dev/ttyAGR3
install agrserial /sbin/modprobe --ignore-install agrmodem ;
/sbin/modprobe --ignore-install agrserial && \
test -e /dev/ttySAGR || ln -s /dev/ttyAGS3 /dev/ttySAGR
