Not sure what the error is due to, but in a previous case if was harmless.
When you reboot:
$ sudo gedit /etc/default/sl-modem-daemon
and therein change the default country to ISRAEL

The do a reset modem with:
$ sudo /etc/init.d/sl-modem-daemon restart
Such resets are commonly necessary between successive dialouts.
 Afterward
$ ls -l  /dev/ttySL0  /dev/pts/*
should show the modem port
       /dev/ttySL0 -> /dev/pts/N

The modem should be found by:
$ sudo wvdialconf

Edit in your personal info with:
$ sudo gedit  /etc/wvdial.conf
removing < > ;  symbols  as your edit in your personal info. ALSO all a  line:
Carrier Check  =  no

Then you can dialout with
$ sudo wvdial

$ man wvdial
$ man wvdial.conf
