One thing when using slmodemd, it is wise to add lines
"Carrier Check = no" and you might need "Stupid Mode = yes"
change init strings to:

Init2 = ATQ0 V1 E1 S0=0 X3<--add this  &C1 &D2 (+FCLASS=0)--> remove
this and put
+MS=90 or +MS=34 whichever works to get you connected.

You may remove this one:
Init3 = AT L2 M2 X4 I0 I1 I2 I3 I4 N1
I doubt that is needed.  Does your ISP recommend this?

Once you have wvdial.conf setup, there is no need to rerun wvdialconf again.
