Daniel,

There has as yet not been a reported success with
11c1:048c	Communication controller: Agere Systems V.92 56K WinModem
However there is a set of drivers which may work.
But rather than yourLinux version 2.6.24-21-generic,
They are matched with the  kernel+modules package your can download from
http://packages.ubuntu.com/hardy-updates/linux-image-2.6.24-19-generic
(if not already installed).

Under Linux, the package can be installed with:
$ sudo dpkg -i linux*.deb

>From http://linmodems.technion.ac.il/packages/ltmodem/11c11040/
download the agrsm-ubuntu8.04.1-2.6.24-19-generic.tar.gz

Reboot under the 2.6.24-19-generic kernel.
Unpack the driver resource.
$ tar zxf agrsm*.tar.gz
Move into the new folder
$ cd agrsm-ubuntu8.04.1-2.6.24-19-generic
Run the
$ sudo ./setup

You may have to reboot before the modem can be detected.
