Please first use:
$ sudo wvdialconf  /etc/wvdial.conf
to detect your modem.   Then

sudo gedit  /etc/wvdial.conf
remove the ; < > symbols and replace with your dialout info.
add a line
Carrier Check =  no

Then try a dialout with:
$ sudo wvdial
