will not be easily functional on your System because of
[ 37.417818] VIA 82xx Modem: probe of 0000:00:11.6 failed with error -13

But for

The modem has a Lucent/Agere/LSI Mars or Apollo DSP (digital signal
processing) chipset.
Support packages for 2.6.n kernels are at:
 http://linmodems.technion.ac.il/packages/ltmodem/kernel-2.6/martian/ ,
I'll send you a package updated for 2.6.24-16-generic shortly.

As Jacques suggest, do download the current scanModem and run on your System,
for it to assess general compiling support.

In additional to general compiling support, packages linux-libc-dev &
libc6-dev will have to be downloaded and installed. Start at
http://packages.ubuntu.com/ and search for these packages.
