Evidently your phone line is noisy, so only +MS=34 may be reliable
RE: best way to let ppl having the no carrier problem know to try this?
It is already in the wvdial.txt and Jacques Post Install HowTo at
http://linmodems.technion.ac.il

I was reading some of the text files in /modem and in one of them it said that (mostly for people in Italy) you should add +MS=34 at the end of the second init string. I tried and I was able to connect. I haven't really tried it out yet since I had to leave but I managed to get onto google.ca through firefox and so I believe that it is working fine. I'll continue to try it out tonight and I only have a couple more little questions. First of all, what is +MS=34 exactly? Second, what would be the best way to let ppl having the no carrier problem know to try this?

I'm not sure exactly what to do because I seem to have found different walkthroughs between the ubuntu help site and the text files included in /modem from scanModem. Here's what I've been doing based on what I understand:

My modem has been replaced since initially buying the laptop and so that might be the reason although I do not fully understand this stuff. Also, do I need to install linux-lib-dev and libc6-dev or should ubuntu 7.10 already have this.
