THough unusual in UK,
NO DIALTONE,
can be due to low line voltages.  First check than an ordinary phone
works on that line, Then try
Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2
with X3 meaning "dial without dialtone"
This is commonly needed in Italy
