This wvdialconf failure
ttySAGR<*1>: ATQ0 V1 E1 -- and failed too at 115200, giving up
means the agrsm package will not serve you,
though all you have done is technically OK.

Please delete the drivers and try the alternate package named
suse-10-2a.tar.gz at
http://phep2.technion.ac.il/linmodems/packages/ltmodem/sv92/
Compile and test as previously.
This package supports more hardware, though it doen't compile under
newer kernels
