You should try to use your modem while running your system in 32 bits mode.
You have installed the correct hsf driver.

Finally, to debug, you should better directly use wvdial than any more user friendly GUI to start your modem session. When wvdialconf will recognize your modem, your connection will work, but in 32 bits mode only.

Please always write to discuss@xxxxxxxxxxxxx , not to me: several experts read you there, myself included (if considered an expert).

Let me say why I ask.
I cannot guess WHICH driver is "an Conexant HSF driver". Which driver file? Taken from where? The right place to take an HSF driver is http://www.linuxant.com/drivers, via "Download" in the "HSF" menu.
In the table of distributions, for your Suse 10.3 Linux distribution,
only i386 , not X86_64, is supported.

Please understand that we cannot guess what you have done or not.

 There are no blacklisted modem drivers in /etc/modprobe*  files
The Advanced Linux Sound Architecture (ALSA) packages providing audio
support on your System, also includes drivers for some modems. Diagnostics are under
the /proc/asound/ folders.
