Check with http://www.linux.org/groups/cuba.html  to determine whatthe hexadecimal modem Country Code is for Cuba
Under 2.6.20-16-generic  UbuntuFor PCI slot	PCI ID		SubsystemID	Name ----------	---------	---------	-------------- 00:14.2	1002:437b	1025:009f	Audio device: ATI Technologies Inc SB450 HDA Audiowith Conexant chip
and from /dev/modem -> ttySHSF0you appear to have properly installer the hsfmodem package
If should by found by$ wvdialconf  /etc/wvdial.confEdit in your personal information with:$ sudo gedit  /etc/wvdial.confdeleting the  ;  and replacing the <xxxx > with your dialout infoAdd a lineInit3 =  AT+GCI=Cuba_hexadecimal_modem_code
Then you should be able to dialout with$ sudo wvdial
