It could be either that the modem is not resident in your laptop, or perhaps not firmly pressed into its mini-PCI slot. These modems are often accessible through a plate n the laptop which can be unscewed. If possible check if yours is resident, and if so try loosening and then firmly seating in the PCI socket.
