try again after you reboot
as that is necessary sometimes for the HDA conexant modems.

If there is still a failure with:
$  sudo wvdialconf  /etc/wvdial.conf

Do
    hsfconfig --dumpdiag
or
    hsfconfig --dumpdiag --noprobe
 Send the hsfdiag.txt located in the folder /tmp/  to
"Support (Jonathan)" <support@xxxxxxxxxxxx>

Could be that 2.6.21 support is not yet included in their package
