Just to recap the details:
My modem is an external Data/Fax/Voice with a 25pin D connector cable
attached that has two connectors on its computer end, 25 pin D and a 9 pin
D. The 9 pin is plugged into the #1 port (ttyS0).
$ sudo wvdialconf /etc/wvdial.conf was used to detect and test the modem
successfully. $ sudo gedit /etc/wvdial.conf was used to insert the necessary
info and it now contains the following:

{Dialer Defauts]
Init1 = ATZ
Init2 = ATQ0 V1 E1 SO=0 &D2 +FCLASS=0
Modem Type = Analogue Modem
ISDN = 0
Phone = 0198308888
New PPPD = yes
Modem = /dev/ttyS0
Username = mike.harold
Password = ***********
Baud = 115200

On Ubuntu booting up a couple of times it has dialed out, but if the setup
is disturbed it shuts down and does not re-dial.
This poses the question, can the dialup be instigated from the command line?
If so - how? And then the reverse, can the disconnection be made also from
the command line? - and again - how? The next question is would this method
allow existing software internet access? It would also suit me better for
dialup not to occur during booting because I prefer to do most of my work
off line. A properly installed dialer would, of course, supply all the
answers.

It is unfortunate that dialup is my only means of internet access as I am on
the end of four kilometers of copper wire with its inherent impedence,
therefore renting another line would make ADSL a rather expensive option for
the quality and required quantity of the service.
I have also found that I am in a dead area for available wireless broadband,
even mobile phone service is poor. While there are moves afoot to so say
cure all this, I will not be "holding my breath" for the outcome.

I wish to thank you for applying your expertise to my problem and would be
very pleased to see what, in your opinion, can be done.
