Could you try it out with wvdial?
Add option Carrier check = no
Your wvdial.conf file should look something like

[olivares@localhost ~]$ cat /etc/wvdial.conf

[Dialer Defaults]
Modem = /dev/ttySL0
Baud = 460800
Init1 = ATZ
#Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2  +MS=90
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
ISDN = 0
Modem Type = Analog Modem
Carrier Check = no
Stupid Mode = yes
Auto DNS = yes
Phone = your_phone_number
Username = your_username
Password = your_password

Hope this helps,

Antonio
