Si3035 is a Silicon Labs AMR (Riser) chip which interfaces with the AC'97 bus. Silicon Labs chips are used by Smartlink Riser modems. The complete Smartlink driver slmodem (lower case, NOT with a trailing d) is quite possibly going to serve your chip. Not guaranteed and harmless to try.

Open http://linmodems.technion.ac.il/packages/smartlink
Download the file  slmodem-2.9.11-20070505.tar.gz to your Linux system.
Open it with command    tar zxf  slmodem-2.9.11-20070505.tar.gz
which will create a subdirectory slmodem-2.9.11-20070505
Enter it with    cd slmodem-2.9.11-20070505
Read the instructions (README and the two .txt files.
You will need to compile the driver.
If you get an error about missing sources, read CompilingDriver.txt
in the Modem subdirectory where you found ModemData.txt created by scanModem.

What Firas writes is unfortunately true but still, hoping that you also have Windows on the same machine, could you please use Hyperterminal to get the modem's response to command ATI8 (that is ATi8 , not number 18)?

You try ATI8 right after trying AT and getting OK in section 4 of this guide.
