Zuesko,
It is useless to try drivers unless you know exactly which one is THE one which you need. Therefore, begin by removing all the drivers which you have tried to install.

Have you done that? If not, do it first. The file is the same directory named Modem where you have found ModemData.txt.

At this time there is no ready to go Debian installer matching your kernel.
I believe but I am not sure that the file martian-full-20061203.tar.gz
from http://linmodems.technion.ac.il/packages/ltmodem/kernel-2.6/martian/
is what you need.
Download it, unpack with tar zxf martian-full-20061203.tar.gz
Go down into folder martian with cd martian
Read the instructions.
Where they say that you must be root or use su , with your Ubuntu system
you must give sudo commands.

The modem has a supported Lucent/Agere Mars or Apollo DSP (digital signal
processing) chipset. Support packages for 2.6.n kernels are at:

For a temporary fix for 2.6.18 kernels see

See AgereDSP.txt for Details.

Vendor 11c1 is Lucent Technologies or subsidiary Agere Systems, Inc.
Their Linux
code developer/maintainer is Soumyendu Sarkar. Support for a chipset and its
continued maintenance is only initiated at the request of a major
chipset buyer,
or comparable sponsor. Several different modem chipset types are produced,
and two have support under Linux:
