You do not write what you want.
I assume that you want to install the driver.
So download file slmodem-2.9.11-20061021.tar.gz from
http://linmodems.technion.ac.il/packages/smartlink
Expand it with command   tar  zxf slmodem-2.9.11-20061021.tar.gz
Go into new directory
cd slmodem-2.9.11-20061021
Read the instructions and do what they say, not missing that you need the full kernel sources.

If this is not what you expected from us, please just say what you want.

commenting out this line as:
    # Stupid Mode = yes
  If the Smartlink slmodemd is used for port creation,
an added line is necessary
    Carrier Check = no
  Also non-USA Users may need to add to the [Modem0]
block:
    Init2 = AT+GCI=hexadecimal_country_code
  but test without it first.

  redhat is not yet providing pre-compiled drivers for
WinModems
