BTW one specific example I am looking for if it rings a bell with
anyone is something I somehow managed to not bookmark and i cannot
find it again.  It was describing a way of using iptables to mark
incoming packets with arbitrary numbers and then using tc
configuration to shape the traffic according to how it was marked
coming in.  It was pretty slick, relatively short, and more
importantly it was something I understood.  But somehow in the mayhem
of all the googling and all the tabs I lost it before bookmarking it.
