You might want to look into MasterShaper.   It's a full tc/ip bandwidth shaper.  The author of it is Unki. He's done the GUI in php, and uses some perl scripts to run the actual scripts on the system.   He's currently working on a newer version, and I think it's supposed to support multiple wans.

        I have many example of HTB GUI . All is already well developed, which discussed in this link.
However, can anyone teach me what software to use to build a own web based GUI HTB software in Fedoracore ( Linux based)  ? Thanks
