Is this related at all to your prior question [0]?  The above 'tc 
filter' command looks like something created by the tcng processor 
(tcc).

If indeed you are using tcng, I would suggest solving the problem 
with that tool, rather than trying to understand the masking, 
shifting, matching and eating with a bare 'tc filter' command.
