As per my knowledge, "Netlink device emulation" is not required in the
newer kernels (2.4.x). Correct if i am wrong.

Also "CONFIG_NETLINK" was last available in 2.4.16. The option in the
menuconfig is called "Kernel/User netlink socket" and the "Netlink
device emulation" option shows up only if you select the previous one.

I have recently tried using "arpd" with 2.4.20 and 2.4.21 and felt that
the kernel is not using arpd at all.

Any pointer or information regarding using arpd with 2.4.20/21 will be
greatly appreciated.
