[LARTC] One interface for input and output: htb question

Hello,

I have linux router with one physical interface(eth0 - 193.220.70.33), so that traffic to internet and from internet goes through this router.

It goes that i can control bandwidth throughput to internet and from internet with htb, am i right? i want to be sure that i can use egress and i don't need to use igress.

And one more question:
if i want to have three main classes(htb) so that they don't borrow each other - i need to make them as children of root qdisc, am i right?
