We need a chapter on this in the HOWTO, obviously. Try turning this on:

CONFIG_RTNETLINK=y
bool 'Kernel/User netlink socket' CONFIG_NETLINK
if [ "$CONFIG_NETLINK" = "y" ]; then
   bool '  Routing messages' CONFIG_RTNETLINK
   tristate '  Netlink device emulation' CONFIG_NETLINK_DEV
fi

This option is in Network Options, and then Kernel/User Netlink Socket on,
and Routing messages on as well.
