Nested virtualization on Google Compute Platform is in beta, but I am seeing
serious issues. When using recent kernels (4.13-4.15) for either L1 or L2,
either L1 or L2 crashes with a panic.

Follow steps in in above link with Ubuntu 16.04 and/or Fedora as L1/L2. 

Debian-9 as L1 VM and Debian-9 as L2 VM or Cirros as L2 VM works just fine.
