When using recent kernels (4.13-4.15) for either L1 or L2, either L1 or L2 crashes with a panic. https://cloud.google.com/compute/docs/instances/enable-nested-virtualization-vm-instances Follow steps in in above link with Ubuntu 16.04 and/or Fedora as L1/L2. Debian-9 as L1 VM and Debian-9 as L2 VM or Cirros as L2 VM works just fine.
