This sounds an awful lot like a nested VMX bug in KVM that was fixed relatively
recently: https://patchwork.kernel.org/patch/9995145/

AFAIK, GCP runs KVM under the hood (no idea which version) and I believe PCID
support was added to Linux in the 4.13 time frame, so assuming GCP is using a
KVM version with the aforementioned bug...
