Here is a quick update:

Scenario 3: L1 = Debian-9; L2 = Ubuntu 16.04

This scenario actually works. It does get stuck during bootup for a long time
just like scenario 2, but it does finally go to login prompt, and both L1 and
L2 seem stable.

So, it seems, we need to use an older kernel for the L1 host.
