KDE 3.4 has expanded the options for shutdown.
Go to kde control-centre / KDE Components / Session Manager
and tick
1)Confirm logout
2)Offer shutdown options
3)Set Default Shutdown Option to End current Session

3) Is probably set to Shutdown or Reboot. The above options let each user 
select whether they want endsession/shutdown/reboot.
