sorry no idea, just a me too. I use SuSE 9.1 pro with KDE 3.3.2a from SuSE. It started with the notification sound to not work as I upgraded to 3.3.1 (IIRC) (so 3.3.0 and before worked). There I was able to use the external playback application to make it work again. But with 3.3.2a I had no luck. Sound and the test-button in the sound settings are working. I can play sounds from the commandline with artsplay, no matter if ogg or wav. But trying to test hear the sounds in the notifacation configuration dialog does not work, as it also does not work later on.
There was an unconclusive thread about this issue before on this list.
