If I understand correctly, you either lost the taskbar or the system tray.
Both are applets, you can add them with right-click on the panel and choosing 
add->Applets and the desired applet.

I think another possibility is to remove the panel's (its name is Kicker) 
configuration file, as it will then use the global defaults again.
The file is .kde/share/config/kickerrc
