It doesn't start because your configuration (likely /etc/cyrus.conf, but perhaps /usr/local/etc/cyrus.conf) lists 'http' in the SERVICES section, but it cannot find the binary.  Since it lacks the requirements to run, it shuts down.  If you're not using Caldav or Carddav, then you don't need 'httpd' and you can solve the problem by simply doing as Marco suggests, and comment out the line(s) in SERVICES which refer to 'http' or 'https'.  Otherwise you need to install the correct package.

As to whether you need to "completely reinstall" that depends upon a lot of other variables, so is best left to your judgement.

Lastly, if diagnosing sendmail is really necessary, please do so on a sendmail mailing list, and not here, since it's not a Cyrus problem.

But why does not the existing Cyrus start anyway? Apparently I should
check settings and completely reinstall Cyrus.
No, you simply need to install the package that provides http for Cyrus
or you need to disable the functionality by commenting out the http
line in /etc/cyrus.conf.

Then please also check what your sendmail does, the message that the
port is already in use must no be ignored.
Post your DAEMON_OPTIONS of your sendmail.mc, so we can investigate.
