Barry's draft doesn't reduce the number of people that might actually win.
The IETF, for better or worse, is administrated by less than 1000 people that actually know each other. As Bron points out, there are real issues with that pool, but this draft doesn't change it. This proposal is a good measure to preserve continuity.
