As far as I remember, there were about 10 people in the Meetecho in a room in the WG I attended on-site.
I suspect during the Plenary there were about 30 remote attendants remotely on meetcho.
It would need to scale from 30 to 2000, two orders of magnitude. (evaluation might be biased) Alex
