No, I wouldn't agree to that statement.   If there were rules limiting the amount of discussion that were flagrantly and repeatedly broken, that would be a different matter.

Also, a question of whether someone considers in any meaningful way what the other people are saying, is highly subjective. Especially if those people won't really explain what they mean, and keep expecting others to read their minds.

Hypothetically speaking, of course.
