I'm completely in favor of both of these, but suggest that it may be more appropriate for the IETF to focus on the former than the latter. I think it might be the place where the most aggregate (IETF) expertise can be brought to bear. With that in mind, I think a good starting point would be a discussion of metrics: how do we measure -- for example -- the energy cost of a file transfer over HTTP vs FTP? How do we measure the difference between a DNS SOA query over IPv4 vs. IPv6? And so on. I suspect that rather a lot of work needs to be done on measurement before we can begin thinking about what could be improved/changed to cut energy costs.
