I just tried to load this document and got a 404 message

I was looking to see if the proposal included a change to the IETF privacy statement (https://www.ietf.org/privacy-statement/)
that revealed that the IETF was monitoring the activities of visitors to the IETF web pages

For example, it is not possible to understand: which pages are most commonly visited; which paths visitors travel to find IETF meeting registration pages; or whether introductory information, such as tutorials, leads to further exploration of website content. Web analytics would provide insight into overall utilization and inform future improvements to the website.
