If you already have an account via an organisation, please remove it
from the Options of your browser (so it does not pre-fill the form with
some password) and try to follow the IEEE procedure to maybe make a new
one.
If you access IEEE via an organisation's IP address (so your
organisation's name is seen at the top of the page) then try to access
it from home, or from smartphone.
If you think the IEEE GET Program gives some additional access ("With
support from the IEEE-SA, industry sponsors, and government, a number of
IEEE standards are available for download at no cost. This program,
entitled IEEE GET ProgramTM, grants public access to view and/or
download these current individual standards.) please go to its URL
and see that they list 802.11 but then it points to the same URL as at
the beginning of this email, so cant download.
If it is too much to ask, sorry.
(I already asked a co-author to do this - no answer; and another
knowledgeable person just now doubts in private the availability
statements).
