The current IETF anti-harassment procedures were crafted with this in mind.

It is a hard one to resolve, but the ombudsteam will both entertain
third-party reports, and will talk to the subject in complete confidence to
determine whether there is a way forward.

A careful browse of RFC 7776 may prove useful to all on this thread.
