Maybe a first stab at getting ADs more insight is to extend the shepherd questionaire and therefore get at least WG chairs to try to figure out better what the AD needs to make the right calls (or whever is the shepherd). But also, reviews that are sufficient that the AD has the cross-area view without having had to read the whole document are substantially more work than even very good reviews that don't, so there's a question of time.
