"Culture" is indeed the key phrase here. The IETF has its own culture,
its own way of developing standards/drafts/whatever. This has been
repeatedly explained to you, yet you've chosen a different approach
and now you're asking the IETF to engage. 

I am sorry, but it just doesn't work that way. Perhaps it should, but
that's not currently the way things work.
