Relying on a distinction between human and (often personal) device
identity seems iffy... at least if you hope to deploy in the EU

Note the courts emphasis on linkability using additional information.

Availability of such linkable information is not the exception, which
means you can't just analyze the privacy aspects of an effort like IDEAS
by looking at one layer of the stack.
