​Neither is the ITU. The governments, financial services etc are.

They nearly universally use UTC, which is managed by the ITU. Many countries contribute their national time references to the TAI average, to which the ITU adds leapseconds to derive UTC.

FWIW, GPS uses TAI and broadcasts the delta to UTC in its messages, and even TAI messages are indicated in reference to UTC.
