Why 6 months? If location is known 2 years in advance, why delay the invitation letter at all? While it may not make sense to put the letter together until the hotel is locked down, as soon as that happens there ought to be a tool that  the potential attendee can put in their name & IETF### and get back the appropriate version of an invitation letter which includes city & hotel of the meeting.
