The short answer is no.You could send the registration request (RFC 6838) to https://www.ietf.org/mailman/listinfo/media-types and run the draft through apps-discuss@xxxxxxxx if you are aiming for a RFC. I suggest contacting one of the Application Area Directors for the process details.
