As others have stated, the cost of attending IETF is overwhelming dominated by (a) the cost of the engineer's (or consultant's) time, and (b) the cost of airfare and travel. Even if the person in questions is a student that doesn't where the value of their time (at least measured by their professors :-) is close to zero, the travel expenses overwhelmingly dominates.
