There's at least two big reasons for many participants to stay at the
conference hotels:

1. Employers often have preferred hotels for the given city that are
not the conference hotel but they also often have a rule that
employees can stay at a conference's chosen hotel.  Staying at any
other hotel may mean staying far away.

2. IETF meetings are an 8AM to midnight kind of social/work
environment, with a lot of business transacted in hallways at odd
times and often by accident.  Having to trudge off kills a lot of
opportunities for hallway meetings.
