Yeah, it wasn't working when I went there yesterday. There wasn't even a list of filings. Today, it just takes 10 minutes to load the comments page.

That's not just an email address.
"Net Neutrality" is there at the top as:
14-28 Protecting and Promoting the Open Internet
You click on the "14-28" link to make a comment.
You click on the large number on the right to search already submitted
comments. The large number is how many comments have already been
submitted for this issue.
